Can you post a larger image of it, I tried to enlarge it, but the nature of the image won't let me. First thing that comes to mind is something "home made". We used to make some tools, like long "Tee" handles for allen screws holding the cable glands to the face signal boxes. I'm pretty sure the fitters did the same things for "special" tools too.

It looks like a battery loco isolating key used when the loco was parked up.
