Having spent a considerable time researching I have formed an interesting conclusion which is that the UK is preparing to open up the option of coals return, most county councils have a Minerals Plan or strategy which they draw up inline with Government Policy and the last set were drawn up in 2018 and published in September 2019 and most have them have changed. In the random samples I have downloaded deep from the bowels of the well (not that well) hidden council archives it appears that most of them have changed their policies on the mining of minerals, especially coal, in their old policies they followed the EU agenda of outlawing coal completely in line with their "environmental polocies" and since Brexit most have them have been carefully reworded in such a manner that instead of totally outlawing coal completely they are now accepting the use of coal is quite possible and many now offer the return of coal.
DIG YOUR LOCAL COUNCIL ARCHIVES AND FIND THEIR MINERALS AND NATURAL RESOURCES POLICIES AND DOWNLOAD THEM, READ THEIR OLD POLICIES AGAINST THEIR NEW POLICIES AND IT BECOMES VERY INTERESTING.
Several options are apparent:
EU policies have always been to take total control of everything EU and this is very easily identified by their divide and conquer policies in which each country has control of something so each member state is reliant upon another member state for whatever they produce, reinforced by the energy supergrids they have acccelerated by trying to complete both the electrical and gas supergrids.
UK aren't buying the environmental scam as there is no actual evidence for it, merely a lot of hypothosis from academics putting up a lot of theories with either no, or very flimsy and highly manipulated evidence to support it, and when is an academic ever held accountable for their theories? never.
People are now claiming that a social elite are engineering this move to electric vehicles for private use, and that they are now looking to implement this change as they are buying up or creating new companies to supply electricity; the reality is that the oil lobby are, and were very powerful and influencial and a new group of people are trying to wrestle this power and influence from them and keep it for themselves, interestingly the plans to phase out petrol and diesel engined commercial vehicles are very vague, why? is it because they rely upon them to make their huge profits; an interesting thought.
That the UK are wrestling the power and control from the EU, with coal we can produce our own synthesised fuels such as petrol and diesel, but we can steam crack coal to produce many industrial gases such as propane through to alcohols as gases or liquids and if the EU try to turn the UK's power off we stick two fingers up to them and produce our own. Many by products such as bitumen based products can be reintroduced and creosote is one example where the currently useless EU legislated water based (with copper) can be replaced with an item which actually protects timber and negates the need for the UK to import so much of it thus saving on imported products. In actual fact any business can still legally use creosote and most farmers still buy it for their fence posts because the copper based rubbish simply does not work.
Anyone like a discussion.

Theories are just that, "theories" which change over time when someone else comes up with a new theory. I've dealt with many theories over my occupation and hobby over the years, the old DC theory comes to mind positive and negative. During my apprenticeship they changed weekly at one time according to whose theory was accepted! Then in my hobby, ham radio, the "thermionic emission" theory, what a load of hogwash, goes completely against all electrical laws of physics. Theories are just one mans thoughts, I take them with a pinch of salt.

Maybe John, but when local council policies change it is usually an excellent indicator that Government policy is changing, with Brexit supplemented by coronavirus; Boris has already shown we are coming out of the EU and to date his actions strongly suggest the relaxation of many EU centric policies (and UK control) are being abolished and local council policies are the evidence. Boris is also heavily promoting UK independence away from the EU and he is actively encouraging UK industries and UK manufacturing and this is merely the tip of the evidence needed.

Interestingly there is a development John, they have designated several areas around the UK as surface mining areas, it came to light when a housing development was scotched because of the possible future development of the electricity sector to return to coal if and/or when it became necessary because the French and Dutch interconnectors are connected to the EU supergrids which may be disconnected at their respective ends if the EU become so petty that they turn them off or hike up their wholesale electricity prices to the UK when we finally leave.
